OHS Invites Public Comments on Planned Application for 2020 CARES Act – ESG-CV Funds

The City of Philadelphia’s Office of Homeless Services (OHS) will invite comments on its planned application for the 2020 Coronavirus Aid Relief and Economic Security (CARES Act) – ESG-CV funds, through the Emergency Solutions Grant (ESG) submission to the Pennsylvania Department of Community and Economic Development (DCED).
DCED has received notice of the award of the first allocation of ESG program funds appropriated under the CARES Act – ESG-CV funds. DCED will administer an appropriation of $19,920,655 based on the HUD federal fiscal year 2020 formula distribution.
DCED’s priority for the use of these ESG funds will be to assist homeless providers and communities in preparing for, preventing the spread of, and responding to the coronavirus among individuals and families who are homeless or receiving homeless assistance. Additionally, DCED will support homeless assistance and homelessness prevention activities to mitigate the impacts created by the coronavirus. ESG CARES funding will support applicants who will work to end or prevent homelessness quickly and as efficiently as possible for all vulnerable populations.
Starting May 5, 2020, the City of Philadelphia’s Office of Homeless Services will invite and solicit comments from the public regarding the submission of the request for Emergency Solutions Grant funds in the amount of $3,800,000 to DCED. The City of Philadelphia intends to submit an application for the funds on June 1, 2020.
The Office of Homeless Services has recognized the need for funding to support Rapid Re-Housing and Homeless Prevention Services for the Chronically Homeless and Homeless Families with Children or Youth during this pandemic.
Our focus is to provide Rapid Re-Housing Case Management Services, Rental Assistance for up to 18 months, and Homeless Prevention Funds to prevent eviction for vulnerable groups as a response to the devastating coronavirus by preventing its further spread through housing and effective supports.

ESG Submission to Pennsylvania Department of Community and Economic Development (DCED)

On March 2nd, 2020, the City of Philadelphia’s Office of Homeless Services conducted a public hearing to solicit comments regarding the submission of the Emergency Solutions Grant in the amount of $750,000 to the Pennsylvania Department of Community and Economic Development.
The Office of Homeless Services recognized the need for funding to support Rapid Re-Housing services for the Chronically Homeless and Homeless Families with Children or Youth. The primary focus was to provide Rapid Re-Housing Case Management services and Rental Assistance for up to 12 months to vulnerable groups.

Home4Good Briefing Session – June 19th, 3 PM

The Federal Home Loan Bank of Pittsburgh (FHLB Pittsburgh) has announced a funding opportunity for Homeless Service Providers throughout Pennsylvania in collaboration with the Pennsylvania Housing Finance Agency (PHFA). The $4.5 million initiative, titled “Home4Good,” will provide essential funding for projects, programs, or activities focusing on the following goals:
- Prevent Homelessness: Assist households at risk by maintaining current housing or diverting them to alternative, safe options.
- Solicit Innovative Solutions to End Homelessness
- Address Critical Needs Throughout the Commonwealth: Projects, programs, or activities determined to be critically needed by the Philadelphia CoC.
The highlight of this grant is the flexibility in eligible uses for funding, allowing organizations to address gaps in assistance needs that other funding sources cannot cover. The grant award is population-based, and it is anticipated that the Philadelphia CoC will be awarded between $750,000 to $1.5 million.
Based on the CoC’s most recent needs assessment and understanding of system-wide needs, the following priorities were identified to fill housing and service gaps in Philadelphia’s homeless assistance system:
I. Project Renewals from Last Year’s Home4Good Grant Recipients
II. Assistance at Various Parts of the Homeless Assistance System to Divert People from Emergency Shelter, the Street, or Places Not Meant for Human Habitation, Including:
People Facing Eviction
- People in emergency and temporary housing programs needing financial support to pay rental and utility arrears or security deposits to transition to permanent housing.
- People re-entering the community from the criminal justice system.
- People with complex medical problems.
III. Low Barrier Employment and Supportive Services Specifically in Rapid, Transitional Housing (TH), and Permanent Supportive Housing (PSH):
Increase low barrier job placement short and long term.
- Skills development
- Career advisement/counseling
- Peer support to navigate employment needs.
- Increasing income
IV. Programs to Serve the Unique Needs of Immigrants and Refugees Experiencing Homelessness.
V. Increase in Successful Housing Placement.
